
Amman, July 1 (Petra) Heba Al-Asas - The Public Service and Administration Commission launched, on Monday, its strategy for the years (2024-2027), which aims to consolidate the commission's regulatory and developmental role in the fields of human resources, services, organizational structures, governance, institutional performance management, government leadership, and institutional culture.
Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization Nasser Shraideh said, “We are witnessing the beginning of a new era. The administrative modernization that His Majesty King Abdullah II wanted is a priority for serving the nation and the citizen. It can be achieved through modernizing public administration, developing institutional and individual performance, governance, and developing its various tools by re-engineering its procedures, removing obstacles around them, digitizing them, and automating them, so that citizens can obtain them easily and effectively, in addition to developing organizational structures, developing institutional culture, and focusing on improving the work environment.”
He stressed that the Authority's strategy launched today meets the ambition and reflects a clear understanding of the new roles assigned to it, to carry them out to the fullest extent in cooperation with all institutions and ministries.
Al-Shuraidah announced the entry into force of the new human resources system in the public sector and the amended civil service, which applies to employees appointed according to it and guarantees their rights and financial benefits.
He explained that the Human Resources Management System was created to develop the performance of human cadres, which are the basis for modernizing the public sector, noting that the Civil Service and Public Administration Authority will work to ensure that ministries and institutions comply with these new systems, and cooperate with various institutions to build their technical and administrative capabilities.
For his part, the head of the authority, Sameh Al-Nasser, said that the launch of the strategy coincides with the Kingdom’s celebrations of the King’s Accession Day and the Silver Jubilee of His Majesty King Abdullah II’s assumption of his constitutional powers.
He added that the strategy came in response to the requirements of modernization and administrative reform, and is in line with the lofty royal visions, which emphasize the need to raise the level of performance of the public sector and enhance its capabilities and effectiveness in a way that positively reflects on improving the services provided to citizens, and in a way that meets their ambitions and aspirations. It also came in implementation of His Majesty the King’s directives during his meeting with the Public Sector Modernization Committee in mid-2022.
Al Nasser pointed out that the strategy reflected the Authority’s work, which is a balanced, flexible and integrated operational model that aims to raise the efficiency and effectiveness of public administration, through developing policies, and contemporary regulatory and legislative frameworks in the Authority’s areas of work, which are: human resources, shared services, institutional performance management, government leadership, institutional culture, government services, governance, and organizational structures.
He added, "It aims to find innovative tools that provide technical and advisory support to enhance the capabilities of government departments in managing their resources and providing their services within a comprehensive system of control and compliance that ensures the achievement of the desired goals, supported by an integrated model for evaluating competencies and developing government talents, in accordance with the outputs of the public sector modernization map, and within the concept of centralization of planning, organization and control by the Authority, and decentralization of implementation by government departments and institutions."
Al-Nasser stressed that the Commission is determined to achieve and implement the role assigned to it in accordance with the outcomes of the public sector modernization roadmap, drawing confidence from the support and great political will provided by His Majesty King Abdullah II and His Highness Prince Al Hussein bin Abdullah II, Crown Prince, for the efforts of administrative reform and modernization, in addition to the government’s diligent follow-up.
In turn, Yasser Al-Nsour, Executive Director of Technical and Advisory Support, said that future-forecasting tools, as well as studying and analyzing global trends in the field of organizing and developing public administration, were employed when preparing the Authority’s strategy, in addition to conducting benchmark comparisons with leading countries in the Authority’s fields of work, analyzing international indicators, and global competitiveness reports with regard to service and public administration, in addition to enhancing partnership through brainstorming sessions with all partners and stakeholders.
Al-Nusour explained that the Authority works to achieve its goals by monitoring the extent of departments’ commitment to implementing and applying legislation, policies, standards, indicators and targets related to developing and modernizing services and public administration, following up on procedures for correcting deviations and violations by departments, and submitting periodic reports to the Prime Minister to follow up on departments’ commitment to these policies.
He pointed out that the Public Service and Administration Authority is one of the most important outcomes of the public sector modernization map, which aims to create a radical transformation in raising the efficiency and effectiveness of public administration.
For his part, the Director of the Governance Improvement Project to Support Jordanian Reform Projects, Jan Pfeiffer, said that launching the Public Service and Administration Commission strategy is in line with the roadmap for modernizing the public sector, expressing pride in this achievement and the work of the Commission over the past two years, and in the joint efforts to contribute to providing citizen-centered services and offering sustainable solutions.
At the conclusion of the strategy launch ceremony, Deputy Prime Minister Nasser Al-Shraideh, Director of the Governance Improvement Project Yan Pfeiffer, and the Authority’s work team represented by the Project Director and Executive Director of the Technical and Consulting Support Department Yasser Al-Nsour, Head of the Government Performance Achievement and Follow-up Unit Majd Al-Shawabkeh, Technical Expert Muhammad Saleh, and Director of the Public Sector Modernization Program Management and Implementation Unit Eng. Widad Qteishat were honored.
