The program of His Majesty King Abdullah II bin Al Hussein, may God protect and preserve him, for the modernization of the Jordanian state in its second centenary includes the administrative modernization axis alongside the political and economic modernization axes. In line with the royal vision of the necessity to enhance the level and quality of services provided to citizens, raise the efficiency of public administration, and address bureaucratic procedures, a Public Sector Modernization Committee was formed on December 26, 2021, chaired by the Prime Minister and represented by both the public and private sectors as well as civil society.

The committee, through a participatory approach, developed a comprehensive roadmap to elevate public administration and achieve an efficient institutional approach compared to local and global experiences. This aims to achieve economic recovery and reach an empowered and efficient public sector centered around the citizen by providing high-quality, easy-to-access services.

The committee undertook its mission by designing a framework based on three main axes focused on serving citizens and stakeholders, including individuals and institutions interacting with the public sector. This framework was used to develop the Public Sector Modernization Roadmap and the Executive Program (2022-2025) to achieve the ultimate goal of reaching "an empowered and effective public sector functioning as a unified entity to develop Jordan and ensure the well-being of its citizens."

On August 1, 2022, the committee presented to His Majesty the results of its work, which consisted of an integrated vision for administrative modernization in the public sector. The framework includes seven main components aimed at achieving 33 strategic goals, forming a roadmap for the next ten years to modernize the public sector, with each phase building on the achievements of its predecessor in a cumulative manner.
