Conclusion of the consultative sessions on the human resources and civil service systems

Amman, August 8 (Petra) - Today, Thursday, the Public Service and Administration Authority concluded a series of consultative sessions it organized on the amended human resources and civil service systems, in cooperation with the Management and Implementation Unit of the Public Sector Modernization Program in the Prime Minister’s Office, and with the support of the Governance Strengthening Project.
The sessions aimed to discuss and present the priority instructions stipulated under the two systems, and to monitor observations and ideas that will contribute to enriching the instructions, thus contributing to achieving the goals set under the public sector modernization map to enhance performance efficiency, which will reflect positively on the quality of services provided to citizens.
The head of the authority, Sameh Al-Nasser, said that the sessions aimed to exchange ideas and experiences, to contribute to developing and improving instructions, and to strengthening institutional capabilities in the government sector, noting that the consultation initiatives come within the authority’s efforts aimed at raising the level of efficiency and transparency in government work and developing the level of public services provided. By all government agencies.
He added that the Authority is continuing its endeavor to enhance the participatory approach in enhancing effective communication and exchanging opinions and ideas with all partners in the public and private sectors, and implementing the directives of the Deputy Prime Minister for Economic Affairs and the Minister of State to modernize the public sector, to achieve comprehensive development goals.
He pointed out that the Authority believes that these partnerships are an essential element for achieving the requirements of the outcomes of the public sector modernization map, and achieving optimal use of human resources, appreciating the efforts of shareholders and supporters.
He stressed that the recommendations monitored by the sessions will be the basis for the process of developing instructions that will be issued in accordance with the provisions of the human resources system, and in a way that serves the achievement of the required legislative, regulatory and procedural goals.
For his part, the Executive Director of Policies and Standards Department at the Authority, Dr. Bandar Abu Tayeh, reviewed the topics of the sessions, which relate to the most prominent instructions emanating from Human Resources Regulations No. (33) of 2024 and the amended Civil Service, and focused on how to implement the instructions effectively in accordance with the standards set by the Authority. .
He pointed out the explanation of the general features of the instructions for attracting and appointing employees in the public sector, and the foundations of defining critical jobs, managing and evaluating performance, exceptional performance, full-time (formal and flexible), (part-time) and reconciliation of conditions.
Abu Tayeh pointed out the exchange of opinions and ideas through brainstorming sessions on the most prominent articles contained in the updated instructions, the potential challenges that may face the implementation of the instructions, and the opportunities that can be used to improve institutional performance.
He stressed the importance of providing the necessary support to government agencies to ensure the effective implementation of these instructions in accordance with the highest standards, pointing to recommendations that would enhance the effectiveness of the instructions and ensure the achievement of their objectives in a sustainable manner, which contributes to enhancing the level of public services and raising the efficiency of government performance.
The sessions were attended by secretaries and general managers of government agencies, human resources and institutional development managers from the public sector, in addition to a group of experts in the public and private sectors.
