Introduction to the Impact Evaluation Policy Guide :

Based on the directives of His Majesty King Abdullah II bin Al-Hussein, our national institutions, all of them, are required to establish a clear vision, a roadmap, and specific goals that enable these institutions to achieve their objectives and measure their progress and impact. Governments have sought to improve the quality of policies and legislation by disseminating the Code of Governance Practices and Legislative Tools in government departments in 2018. This initiative introduced an evaluation methodology that directly contributes to enhancing the quality and effectiveness of policies, legislation, governmental interventions, and their outcomes and impacts, fostering effective, transparent, and comprehensive reform processes that are subject to evaluation and accountability. This includes achieving desired outcomes, legislative stability, and reaching the highest standards of service provided to citizens.

In recent times, the Hashemite Kingdom of Jordan has witnessed numerous organizational, legislative, and political reforms. The government continues to dedicate efforts towards developing public policies and legislation to achieve higher quality standards in regulatory legislation across all its fields. This endeavor positively impacts all aspects of political, economic, social, cultural, and environmental life. Legislation is considered the actual implementation and main gateway to achieving comprehensive reform in its entirety, which cannot be realized as intended unless based on scientific foundations. This ensures that the anticipated benefits, costs, and expected impacts of these legislations are measurable according to societal priorities, thereby ensuring the selection of the most efficient and effective legislative options—a process known as Legislative Impact Assessment (LIA).
